“You're not Dostoevsky,' said the citizeness

'Well, who knows, who knows,' he replied.

'Dostoevsky's dead,' said the citizeness, but somehow not very confidently.

'I protest!' Behemoth exclaimed hotly. 'Dostoevsky is immortal!”

Yeah, Ty Seagull she is not. I suggest you skip over Joni and head straight to Judee Sill.

Is that... a good thing?

Hey, I've only really heard Blue in the background but I can definitely recommend The Hissing Of Summer Lawns, more like a really intricately recorded funky jazz-blues affair. It's definitely psychedelic in parts, with the beautifully pristine production values that could be obtained through a great period of analogue recording in the 1970s.

This is definitely not anything close to folk music - whatever that is.

A similar comparison might be between Another Side of Bob Dylan and Desire: except on a far shorter (3 years) timescale.

This was a birthday present sometime like 2002? Anyway it's really good, and well worth a listen: I can easily upload.
