"If I sing the line 'Let it rain on me', that's passive. If I sing 'Lord let it rain on me', that's active. ": No, it isn't. 'I am rained on' is passive, 'The Lord lets it rain on me' is active.

it's not a grammatical analysis, though, is it?
it's jason saying it's a passive way of looking at things; i think he's said that saying 'let it rain on me' is 'resigned' in the past.
